MEETING MINUTES OF THE
LAKE WYNONAH MUNICIPAL AUTHORITY
A regular meeting of the Board of The Lake Wynonah Municipal Authority was held on September 18, 2001 at the Wayne Township Municipal Building, Wayne Township, Schuylkill County, Pennsylvania.
Board members present at the meeting were Jim Ridderhoff, Walter Jaros, Tom Nagle, Joe Chicora, and Dennis Scharadin. Also in attendance were Jim Goodman (LWMA Attorney), Dave Bright (LWMA Engineer), Mike Stewart (AmericanAnglian), and Tom Zenker (South Manheim Township Supervisor).
The meeting was called to order by Jim Ridderhoff at 6:14 p.m.
The minutes of the prior meeting were reviewed and accepted by motion of Walter Jaros, seconded by Tom Nagle, carried by all with the following correction in paragraph 11: "… stating that the request was not something that could not be instituted …" should read "… stating that the request was not something that could be instituted …".
The Treasurer's reports for July and August 2001 were reviewed and accepted by motion of Tom Nagle, seconded by Dennis Scharadin, carried by all.
Mike Stewart reviewed his written report relating to managerial matters (submitted to the Board prior to the meeting) which addressed water and sewage operations. The written report is attached to the office copy of these minutes. He also told the Board that plastic water lines are failing at an increasing rate, most at the connection from the plastic to the copper. This is happening with both LWMA and customer lines; the LWMA also has a lot of plastic lines. He added that there was a recent problem involving contact with one of the relays in Well #1, but it has been repaired. The DEP conducted an inspection at the plant and everything passed.
Dennis noted that the truck left an oil spill on his driveway when his septic tank was pumped. Mike said he would check back through the records to determine which truck was used and work on a solution. Walter asked if sewage spills occurred. Mike said no serious sewage spills are occurring. A very small amount tips out of the hose occasionally when it is retrieved, but it is unavoidable. He said when that happens the spill is diluted and hosed off with clean water.
Dave Bright told the Board that he had nothing to report this month.
Jim Goodman told the Board that he is still waiting for Judge Stine's decision in the Rumrill case. An incident involving the Shaners at 443 Wynonah Drive renewed itself. The Shaner's water was terminated in the year 2000 for a number of reasons, including that of refusing to have their septic pumped as required by the LWMA's Sewage Management Program. The Shaners enlisted another attorney who contacted the LWMA to have their water service reinstated. Jim Goodman is conferring with Mike Stewart on the matter and is handling the correspondence between the Shaner's attorney and the LWMA. All correspondence involving this matter is attached to the office copy of these minutes.
Upon motion by Joe Chicora, seconded by Walter Jaros, carried by all, a bonus (as reflected in the 2001 Budget) was approved for payment to Jen Hoy. The bonus was for replacing and rewriting all custom-designed computer programs used by the LWMA, incorporating the new software, documenting each program for future reference, and for writing a user manual for the implementation of the programs. All programs, all source code for the programs, and all related materials are now owned by the LWMA in their entirety.
There being no further business, Joe Chicora motioned for adjournment, Walter Jaros seconded the motion, carried by all. The meeting was adjourned by Jim Ridderhoff at 7:12 p.m.
